  1. Obviously an elevator or serious stairs plus a wench with clear space in middle to lower goods. Somehow you would have to guarantee ventilation or an oxygen supply which might be difficult if you are going that deep because of blast zone which would wipe out all structures on surface and remove all O2 from air and raise temps very high for several hours to days. You would have to have a very strong structure because in most parts of the country you would be below the water table and if the structure cracked you would have water flowing into the access (possible exception – if the 300 feet is gained by going sideways into a mountain)
You would have to store sewage and have enough water and food to survive the time needed to stay for radiation to die off. You would need a generator with ventilation and radios of many frequencies in order to find out what had happened and what was safe.*
Actually, 300 feet is absurdly deep. You would be far better off going not nearly that deep and putting the money into a reinforced concrete structure that would withstand a reasonable blast and allow several utility tunnels to deal with drainage and ventilation and replacing radio antennas … and digging out.
*A better plan would be to have a radiation hazard suite and a motorbike with enough food and water for radiation to settle down and fires to burn out, then put on the suit and go like the devil to get out of the area.

  2. What do you need a 300ft deep bunker for? It’s fairly unlikely that you’ll be nuked, unless you live in a major city. If you DO live in a major city, simply evacuate it if you ever think there’s a real threat of nuclear attack, and you won’t be nuked either.

You could convert your average underground basement into a pretty good fallout shelter without too much difficulty. Just seal up all the nooks and crannies (well. Probably better off building a fresh set of walls, really), make a little airlock thingy with lead doors and a shower, put in an air filtration system to provide non-contaminated air, and stock it with a couple months’ worth of food, at the most. Generally you’ll be able to emerge safely after just two weeks, despite what popular culture suggests.
